TRA Notice - Season's Greetings and We're Still Here

 

SEASON’S GREETINGS!

2020 has been challenging for us all, but we have done our best to stay active in tackling issues on our Estate:

  • To help residents with flooding, damp, anti-social behaviour, unwanted scaffolding, and anything that is not being resolved but is impacting their quality of life;
  • To ensure the services we pay for are delivered by organising joint inspections with Lewisham Homes (LH) officers eg estate sweeping (now improved to prevent blocked drains, flooding of forecourts, slip hazards), also caretaking, flytipping, bulk waste removal, repairs;
  • By attending online zoom meetings organised by LH.

WE’RE STILL HERE!

We don’t know how long Tier 4 restrictions will be in place but as we head towards Christmas and the New Year, we are here to help – for example if you are not able to go to the shops, chemist, charge an electricity key, post a letter or would just like someone to talk to.

(the Block/Street Reps of the Resident’s Association are your neighbours, live on the estate and are known to our Councillor’s and LH Officers)

TRA NOTICE - Pitman House Leaseholders re Decent Homes Bills

DECENT HOMES BILLS

Were you a leaseholder living in Pitman House during the Major Works 2013-16?

We highlighted problems with the work leading to a big reduction in Bills but residents from each block/street on the estate are still disputing the remaining charges.

The case is now going to be decided at a First Tier Tribunal (FTT) funded by Lewisham Homes.

It would be very helpful if you could let us know if you have challenged the Bill – then new leaseholders would know whether to pay now, or wait for the outcome of the Tribunal.

Outstanding Bills for Decent Homes Works

Have you bought or are you trying to sell a property on the Tanners Hill Estate?

 

Please be aware that the Bills charging Leaseholders for the Decent Homes Major Works that took place on the estate between 2013 – 2016, are still being disputed by many leaseholders in almost every block and street on the estate.

As a result of challenges by Leaseholders to the original Bills, and following a legal dispute between Lewisham Homes and the Main Contractor MITIE, the Bills have already been drastically reduced to roughly 25 percent of the original estimate, although the reduction varies from block to block.

Alongside a number of other Tenants/Residents Associations, Tanners Hill TRA are working hard to contest much of the remaining charges on the grounds that some of the work should never have been done, or was done to a poor standard.

The TRA has secured a commitment from Lewisham Homes to fund a First Tier Tribunal – this means that whatever the outcome, costs will be paid by Lewisham Homes.

It is therefore important not to pay the Major Works Bills until this process is completed, the dispute is settled and a Final Bill is issued. If any challenge is upheld by the Tribunal, the reduction will be applied to all leaseholders regardless of whether you have sent a challenge or not – in the worst case the bills will remain the same.

The TRA is concerned that leaseholders are paying the Decent Homes Major Works Bills, either because they are being pressured by their Solicitor when buying or selling a property, or because they have no idea that the Bills are in dispute and confusingly the current total of charges have been added to the annual Service charge account sent to all leaseholders at the start of the financial year each April, which is misleading as the Bills are yet to be finalised.

Local Government Boundary Changes in Lewisham

Lewisham Boundaries

On 30 June 2020, The Local Government Boundary Commission for England published final recommendations for future electoral arrangements in Lewisham.

” We are responsible for conducting reviews of local authority electoral arrangements. This is through an ‘electoral review’. We can also conduct reviews of the structure of local government, and the external boundaries of local authorities.”

This affects the area that we vote in, and the Councillors that we elect to represent us on Lewisham Council. The minor boundary changes that Lewisham Councillors recommended in the consultation have not been used for the final recommendations, which now include large changes that will affect us residents of the Tanners Hill Estate.

The Estate will no longer be in the Brockley Ward, but will be in a new Deptford Ward!

This means that our Councillors will change, and we will no longer be part of the Brockley Local Assembly, and the network of local community groups in Brockley that attended it. They have been very supportive of projects on Tanners Hill, and Heston Nature Garden received funding on several occasions for Garden events.

However, Tanners Hill Estate is part of Deptford, and many local people think that Deptford’s identity has been eroded for decades, so a new Deptford Ward could be a good thing to strengthen our Deptford heritage. We may also be able to strengthen ties with community groups in Deptford, and estates who share similar ongoing problems and housing issues (eg ‘Decent Homes’!).

Murals Update

Due to objections to locating a second mural in Pearsons Avenue, a new location is being proposed by Artmongers – on the end of a block facing Florence Road, which matches the shape of the block in Tanners Hill/ Pearsons Ave, (see previous post).
